Welcome to the eighth edition of the Low Emission Strategies (LES) e-Newsletter!

In this issue we provide information on developing a policy position for Low Emissions Strategies under the Coalition government and also give an update on the LESP Regional Group activities that have been taking place throughout the country.

We'd like to thank everyone who has subscribed to the newsletter. We hope it gives planners, developers and environmental practitioners an understanding of how LES can inform practice and policy where you are.

Developing a policy position for Low Emission Strategies under the Coalition Government

Planning Policy StatementThe implications for the use of low emission strategies under the new Government remain to be seen. The text of the Coalition Agreement doesn’t hugely alter the status quo, stating that it will work towards compliance with air quality standards, set targets for reductions of greenhouse gases and mandate a national recharging network for electric and plug-in hybrid vehicles. The Agreement makes no specific mention of the use of planning obligations (section 106 agreements), although the Conservative Party’s paper on ‘Open Source Planning’ (February 2010) signalled changes to the scope of section 106 agreements and the replacement of the Community Infrastructure Levy with “a single unified local tariff”.



Update on the LESP Regional Group activities

Our Regional Groups have been keeping very busy since they kicked off their work in April.

Liverpool City Region has been focussing on linking low emission strategies with the LTP process. Work is progressing well to develop a Planning Policy Note on LES. There has also been a lot of interest and support in their investigation of the use of LES principles within taxi licensing.



Low Emission Toolkit Update

The LES Partnership is working with TTR, CERC and RPS Planning to develop a ‘Low Emission Toolkit’. The first version is due to be completed by September 2010 and will be free to Local Authorities.

Second Meeting of the Low Emission Forum

The second meeting of the Low Emission Forum will be held in Sheffield on Thursday 1st July 2010. The morning session will provide an update on the work of the LES Partnership, including project updates and a local news roundup. The afternoon session will be a themed seminar on ‘Low Emission Strategies and LTP3’. The Department for Transport will give a national overview, followed by speakers from Merseytravel and the Sheffield City Council who will provide case studies on local implementation. This will be followed by a panel-led discussion. There will then be an opportunity to make a brief visit, by gas-powered minibus, to the gas refuelling station at Sheffield Council's transport depot.


  • Transport for London is consulting on a Variation Order to defer the start of the London Low Emission Zone phase covering larger vans and minibuses. The consultation runs until 28 June 2010. More information, including the consultation documents, is available on TfL’s website
  • Transport for London is also consulting on changes to the congestion charge. They are proposing to introduce a ‘Greener Vehicle Discount’, which would give vehicles achieving 100 g/km or less and Euro 5 a 100% discount (there would still be a £10 administrative charge). Consultation ends on 2nd August 2010
  • The Mayor of London has extended the public consultation of his Draft Air Quality Strategy, which includes reference to Low Emission Strategies. The consultation now closes on 23 July 2010
  • A new website on Low Emission Zones provides information on schemes throughout the European Union: www.lowemissionzones.eu
