Welcome to the 10th edition of the Low Emission Strategy (LES) e-Newsletter!

In this issue we highlight the Government's endorsement of the LES Partnership's role in tackling air quality, provide a response to Defra's discussion paper on the natural environment and give a summary of recent LES conferences and seminars.

We'd like to thank everyone who has subscribed to the newsletter. We hope it gives planners, developers and environmental practitioners an understanding of how LES can inform practice and policy where you are.

Government highlights role for LES Partnership in tackling air quality

Government response to EAC Report on Air Quality in the UKIn response to an enquiry by the Environmental Audit Committee, the Government emphasised the role for Local Authority Partnerships in tackling air pollution, and specifically identified the work of the Low Emission Strategies Partnership.

The Environmental Audit Committee published its report on air quality in the UK on 22 March 2010. It highlighted the serious health impacts of poor air quality, which may contribute to 50,000 premature deaths per year in the UK, more than passive smoking, traffic accidents or obesity.



LES Regional Champions

Our Regional Groups are making excellent progress in each of their areas.

Northwest Climate Leader award, LiverpoolLiverpool City Region

Within the Liverpool City Region, Merseyside Transport Partnership has won a Northwest Climate Leader award for proposals to tackle transport emissions within the Merseyside Local Transport Plan.

Leeds City Region

The Leeds Regional Group held a Vehicle Demonstration Day at Millennium Square, Leeds on 7th October. Exhibitors included Sainsburys, Royal Mail, TNT, Mercedes, Iveco, VW, Cenex, Audi, BMW, Vectrix, Mitsubishi, Allied and Sheffield, Leeds, York and Wakefield Councils.



The Sussex group is holding a planning workshop on 13th December. The workshop is aimed at both Environmental Health Professionals and Planners and will focus on Low Emission Strategies, policy guidance and tools to deliver lower transport related emissions from new developments.

DEFRA Natural Environment Discussion PaperDefra's Natural Environment Discussion Paper

The LES Partnership provided a response to Defra's Discussion Paper on the Natural Environment, to feed into a forthcoming White Paper. The Paper raises questions around Localism and the 'Big Society', in relation to environmental protection.



Greenwich Planners' Low Emission Strategies Conference (17th Sept)

Planners in Greenwich came together to discuss how the Council is implementing Low Emission Strategies in a half day workshop in the borough last September.



LES Procurement Guidance - Workshop (10th Nov)

The Low Emission Strategies Programme held a stakeholder workshop at City of London Offices, Walbrook Wharf, on 10th November, to discuss the development of new Low Emission Strategies best practice guidance, concerning the use of public sector procurement to reduce road transport emissions.



RTPI Edinburgh - Seminar (18th Nov 2010)

RTPI Edinburgh seminar

Although the LES Partnership's funding streams don't currently cover Scotland and Wales, we know that there is significant interest in the LES approach. In order to promote links and exchange experiences, representatives of the Partnership (Andrew Whittles and Steve Merryfield) arranged and funded a seminar in Edinburgh's City Chambers in conjunction with Edinburgh City Council and the Royal Town Planning Institute (RTPI).


  • Local Government Regulation has published two guides: one for planners, on environmental regulation; and another for environmental officers, on planning. They're designed to cut through the wealth of environmental and planning jargon to provide officers with a clear overview of the key legislation that shapes the work of both professions.
