Welcome to the 11th edition of the Low Emission Strategy (LES) Newsletter!

The LES Partnership's Phase II work programme will draw to a close this month. We've pulled out some of the highlights below.

We also report on the launch of Mid Devonís ECO Stars, Fleet Recognition Scheme, and hear from the LES Chair, John Paterson.

For more information, please visit our new website, which includes case studies of 'Low Emission Strategies in action', information on guidance, tools and resources, as well as links to materials for previous and forthcoming events.

The Partnership has funding for new work, which will begin from April onwards. We are very keen to hear your views on how the Partnership can move forwards and also whether you would personally like to become involved. Please take part in our online survey (and go into the prize draw for a £50 food hamper).

We'd like to thank everyone who has subscribed to the newsletter. We hope it gives planners, developers and environmental practitioners an understanding of how LES can inform practice and policy where you are.

Regional Champions

Vehicle demonatration day, Leeds - October 2010Throughout 2010, the LES Partnership has funded and worked with three Regional Groups to promote low emission strategies in their areas. The groups have made significant progress, delivered a range of outputs and identified a number of learning points for other authorities going through the same process. Each group has also been awarded additional funding from Defra to continue their work on Low Emission Strategies during 2011.

Low Emission Toolkit to estimate transport emissions from fleets and at new developments

Low Emissions ToolkitDuring 2010, the Partnership has been working with a consortium of TTR, CERC and RPS, to develop a Low Emission Toolkit. The purpose of the tool is to estimate air pollutants and greenhouse gas emissions from transport fleets and also from transport associated with new development sites. The tool can then go further and estimate the costs and emissions benefits of implementing various low emission measures. | Read more ›

New LES Guidance: Supplementary Planning Documents for Low Emission Strategies

LES Supplementary Planning DocumentsIn January 2010, Defra and the Low Emission Strategies Partnership published good practice guidance: Using the Planning System to Reduce Transport Emissions. The LES Partnership has now produced additional guidance on Supplementary Planning Documents. This provides an update on low emission assessment methodologies, mitigation measures and approaches to off-set formulae and tariffs. It can be tailored to the specific circumstances of each local authority, whilst providing a framework for the Low Emission Strategies approach.

LES out and about

Low Emissions Forum 3We've run a number of events since the last newsletter. The third meeting of the Low Emission Forum was held in London on 31st January 2011, hosted by Defra. The meeting was split into two parts. The morning session provided an update on the work of the LES Partnership and a local news roundup. The afternoon session was a themed seminar on 'Low Emission Strategies in Planning and Procurement'. The event was oversubscribed and received very good feedback from the delegates. Chair of Low Emission Strategies Partnership and Team Manager, London Borough of Greenwich

John Paterson joined the Pollution Team at the London Borough of Greenwich in 1979. He is currently the Team Manager for Environmental Protection, a position that heís held for 12 years. He has responsibilities across the range of Environmental Protection Services, including air quality, noise, contaminated land and major planning applications.

  • Local Sustainable Transport Fund -
    A new funding stream announced by the Department for Transport provides an opportunity to fund low emission strategies. Applications for smaller projects (less than £5 million) need to be submitted by 18th April 2011.

  • Environmental Protection UK has launched a guidance document: 'Air Quality and Climate Change: Integrating Policy in Local Authorities'
    It is intended to assist local authorities with integrating their work to reduce the impacts of both air pollutants and greenhouse gases. The guidance provides the general and policy background to both issues, a guide to interactions between the two areas of work and advice on developing an integrated approach.   • Black Carbon Abatement -
    Johnson Matthey plc's Emission Control Technology division is conducting a Black Carbon Abatement advocacy campaign. The aim is to raise awareness of black carbon as contributor to global warming, and to promote options for emission reductions.
